Donagh Development Association was formed in 1995. It is a company limited by guarantee and a registered charity.

The parish of Donagh is situated North of Monaghan town and lies between the parishes of Truagh, Tyholland, Monaghan - Rackwallace and Tydavnet. It adopted the objective of constructing a safe off-road walkway around Emylough. Emylough lies between the villages of Emyvale and Glaslough and has been used as a local amenity spot for fishing and bathing at least as far back as 1936.
